Policeman mistakenly shoots self dead while adjusting rifle in Lagos

The atmosphere at the Mobile Police Force 20, in the Ikeja area of Lagos, had been tense since Tuesday after a police inspector, identified simply as Medugwu, mistakenly shot himself dead, while adjusting a faulty rifle.
The inspector, who was attached to MOPOL 20, was the second-in-command to the armourer. He was said to have accidentally pulled the trigger of the rifle, which sent a bullet to his jaw.
Our correspondent gathered that on Tuesday, at about 10am, a policeman had brought the faulty rifle to Medugwu to examine and readjust for him.
It was learnt that the second-in-command to the armourer collected the rifle, and tried to find out where the fault was. The rifle was said to have been fired in the process.
Other policemen in the area were said to have rushed to the scene and taken Medugwu to the Lagos State University Teaching Hospital, Ikeja.
The inspector, however, died at about 1pm in the hospital.

Nigeria Info 95.1 Abuja's photo.

South African authorities have stopped Sudanese President, Omar al-Bashir from leaving the country after the International Criminal Court (ICC) called for his arrest at a summit in Johannesburg.
Bashir, who is wanted for alleged war crimes against humanity and genocide in the Darfur conflict, mostly travels to countries that have not joined the ICC, but South Africa is a signatory of the court’s statutes.
The South African judge ruling was the first time any court has prevented a head of state from leaving a country following a request by the ICC, but Khartoum remained defiant, insisting Bashir would return home.
Judge Hans Fabricius said in his ruling said that “President Omar al-Bashir of Sudan is prohibited from leaving the Republic of South Africa until the final order is made in this application.”
“The respondents are directed to take all necessary steps to prevent him from doing so,” he said.
The ICC said in a statement from its headquarters in The Hague that it “calls on South Africa… to spare no effort in ensuring the execution of the arrest warrants” against Bashir.

Nigeria Info 95.1 Abuja's photo.

President Muhammadu Buhari, yesterday, briefed African leaders on his efforts towards combating the Boko Haram insurgency in the country’s North-East even as he challenged them to collectively stop the sordid stories of migrants dying across the Mediterranean Sea.
In an address presented at the opening ceremony of the 25th ordinary session of the African Union, AU, Buhari also paid respect to former President Goodluck Jonathan for helping to avert a crisis in the country by facilitating a smooth transition in power.
Noting the challenge against his administration from Boko Haram and his efforts towards overcoming the threats by the group, he said: “Our continent is currently bedevilled by the twin evils of terrorism and insecurity, poverty, youth unemployment, and underdevelopment.
“The destructive effects of the inhuman and criminal campaigns of the Boko Haram insurgency in Nigeria and neighbouring countries; the Al-Shabab attacks in East Africa, and the activities of the Al-Qaeda in the Maghreb, all bear testimony to a continent under siege.

28 APC senators walk out of Senate session:

Members of the Barnabas Gemade -led Senate Unity Forum have threatened to take a legal action against the emergence of Bukola Saraki on Tuesday as the President of the Senate.
They told a news conference in Abuja on Wednesday that the election of Saraki did not follow due constitutional procedure.
They addressed the journalists after walking out of the Senate chambers when Saraki overruled Gemade and Kabiru Marafa while questioning the process that produced the new Senate leadership.
Saraki had administered oath of office and allegiance on 28 All Progressives Congress lawmakers, who were absent at the inauguration of the Eighth Senate but when plenary commenced, Gemade and Marafa raised a point of order on the issue.
Gemade, a former Peoples Democratic Party national chairman, demanded full integration of the SUF members who were absent from the formal inauguration on Tuesday.

APC may sanction Atiku, Tambuwal over N’Assembly elections:

Nigeria Info 95.1 Abuja's photo.
There are indications that the leadership of the All Progressives Congress may sanction former Vice-President Atiku Abubakar and Sokoto State Governor, Aminu Tambuwal, over the outcome of the National Assembly elections of Monday.
Sources within the APC said Atiku colluded with Senator Bukola Saraki to undermine the will of the party while Tambuwal, who is the immediate past Speaker of the House of Representatives, supported Yakubu Dogara who emerged as Tambuwal’s successor.
The suspicion of the APC leadership was reignited by the fact that Atiku was the first person Saraki visited after emerging as Senate President on Monday, apparently to thank Atiku.
A reliable source within the party said the party was aware of moves by the Peoples Democratic Party to secure principal offices in the National Assembly over a month ago and that was why the party selected staunch APC members – Ahmed Lawan and Femi Gbajabiamila – as its candidates for Senate President and Speaker respectively.

Senator Tinubu rejects Saraki’s handshake:

But the oath-taking and allegiance witnessed a mild drama as Senator Oluremi Tinubu Representing Lagos Central on the platform of the All Progressives Congress, APC, held back her hands when the Senate President in line with the tradition after administering the oath stretched out his hands to shake her.
However, other APC Senators who participated in the exercise including Senator Lawan who was adopted by the leadership of the APC for the Senate President position had the hand shake with Senator Saraki.
The Senate after the oath taking entered into closed door session.

Buhari’ll fight corruption like I did —Guinea President:

Nigeria Info 95.1 Abuja's photo.

President Alpha Conde of Guinea has expressed confidence in the ability of the President-elect, Muhammadu Buhari, to fight corruption, adding that Buhari will fight corruption like he has done in his country....
The Guinean President said this while speaking with journalists after a meeting with the national leader of the All Progressives Congress, Asiwaju Bola Tinubu, and the Lagos State Governor-elect, Akinwunmi Ambode, in Lagos on Tuesday.
He said, “I came to Lagos to meet my brother, Tinubu before I meet with President Buhari. With the election of Buhari, who is a straight forward person that will fight corruption like me, I believe his emergence as President will culminate in a stronger relationship between Guinea and Nigeria.

“Before the last general elections in Nigeria, there were anxiety, fear and uncertainty over the land. It was the belief that the country would disintegrate. This is also drawn from the fact that Nigeria fought the Biafra war. The war against Boko Haram was also there which Africa has to jointly fight.”
Conde also described the outcome of the March 28 presidential election and acceptance of defeat by President Goodluck Jonathan as victory for Africa and Nigeria.

A group, Advocacy for Societal Rights Advancement and Development Initiative, has instituted a fresh suit before the Federal High Court in Abuja seeking to stop the Chief Justice of Nigeria, Justice Mahmud Mohammed, from swearing the President-elect, Muhammadu Buhari, on Friday.
The suit filed on Tuesday is also seeking an order nullifying the certificate of return issued to Buhari by the Independent National Electoral Commission.
The plaintiff hinged the suit on the allegation that Buhari did not qualify to contest the presidential election on the grounds that he gave false information about his academic qualification to INEC.
Between January and February 2015 there were about 10 cases instituted by various plaintiffs challenging Buhari’s eligibility to stand for the poll on the grounds of his academic qualification controversy. But after he won, the cases were withdrawn.

Petrol, diesel scarcity affect Airtel, MTN, banks, radio stations, entertainment outfits:

Nigeria Info 95.1 Abuja's photo.

FIVE days to the May 29 handover date, Nigerians face a difficult week, as socio-economic activities are becoming paralysed by the day, causing much frustration among the people.
As fuel scarcity bites harder, leading to astronomical increase in the price of Premium Motor Spirit (PMS), popularly known as petrol, commuting to and from work during the week may be much harder than it was last week.
The cost of transport fare has also risen sharply, getting out of reach of many commuters, as commercial vehicle operators and other motorists were forced to keep vigil at fuel stations.
The price of domestic cooking gas has also markedly increased from the usual price of N2,700 for the 12.5kilogrammes cylinder to between N3,700 and N4,000. The alternative domestic cooking fuel, which is kerosene, is also out of reach of most people, as it had always been scarce even before the current situation.

Jonathan in Dilemma over Acceptance of BoT Chairmanship Post:

Nigeria Info 95.1 Abuja's photo.

As the Board of Trustees (BoT) of the Peoples Democratic Party (PDP) met last night to appoint a replacement for the former chairman, Chief Tony Anenih, who resigned last week, there was fear that if the out going President Goodluck Jonathan accepts the offer of being the next chairman it might present PDP as a regional party.
Also, there is the fear that Jonathan is trying to grab all the structures of the party in his pocket against all other major stakeholders.
This fear is coming against the background that the acting National chairman of the party, Mr. Uche Secondus, is from Rivers State and the National Secretary, Prof Wale Oladipo, is from Osun State.
Both are from the southern part of the country.
The stakeholders are worried that if Jonathan assumes office as the PDP BoT chairman, it would further complicate the regionalisation of the PDP and alienating of the North.
The president who is billed to hand over on Friday to Muhammadu Buhari is from Bayelsa State.
According to a concerned stakeholder, “we opposed former President Olusegun Obasanjo who after handing over became the chairman of PDP. It is not good for President Jonathan to do same, even if he is offered the office of the chairman of the BoT.

AS the administration of President Goodluck Jonathan winds up on Friday, the Coordinating Minister for the Economy and Minister of Finance, Dr Ngozi Okonjo-Iweala, has stated that President Jonathan incurred $18.1billion debt throughout out the duration of his administration.

Contrary to a report credited to vice president-elect, Professor Yemi Osinbajo, alleging that the new All Progressives Congress (APC) government will inherit total debt stock of $ 60 billion, she said the total debt stock (domestic and external) of both federal and state governments stood at $ 63.7 billion, adding that this debt stock accumulated over a period of 40 years and not during the administration of President Jonathan.

Fuel scarcity: Capital Oil breaks ranks, to release 70m litres:

Nigeria Info 95.1 Abuja's photo.

Capital Oil and Gas Industries Limited said it was releasing, last night, about 13 million litres, approximately 400 trucks, of petroleum products including premium motor spirit, popularly called petrol, to ease the scourge of the endemic fuel scarcity that Nigeria had been plunged into.
The company will release a total of 70 million litres in the coming days.
The move has, therefore, broken the ranks of oil marketers and depot operators, who have refused to import any more products until their outstanding subsidy claims of over N200 billion is paid by the Federal Government.
The marketers have now become jittery over the development because they are now being exposed as saboteurs, seeing they have enough fuel stock in their depots but have refused to dispense them, even as they are losing billions of Naira daily.

History will not favour Jonathan — Junaid Mohammed:

Nigeria Info 95.1 Abuja's photo.Convener of the Coalition of Northern Politicians, Academics, Professionals and Businessmen, Dr. Junaid Mohammed, in this interview with TOBI AWORINDE, evaluates the government of President Goodluck Jonathan
What do you think are the highlights of President Goodluck Jonathan’s administration?
I believe, for most Nigerians, the highlight of Jonathan’s administration is the heightened terrorist activities in the country. Another is the enormous corruption, which, even by the standard of Nigeria, is unprecedented. There has never been any government in this country as corrupt, indolent and irresponsible as this government. Also, for a nation which has so many ethnic groups, religious differences, and identities, one was expecting a measure of inclusiveness. Unfortunately, Jonathan and his cabal are the most divisive set of people to have been at the top of an administration in this country.Frankly speaking, I can’t think of anything I would regard as a positive highlight. Everything that I can think of, which I consciously or otherwise associate with this President, is terribly negative. I hope I am not disappointing you, but I have nothing positive to say about the government.
Why is corruption believed to have thrived under Jonathan’s administration, despite the checks and balances that the constitution provides?

Buhari rejects Rolls Royce in London:

The Nation gathered that after exchanging pleasantries with the embassy officials led by the High Commissioner, Dr Dalhatu Tafida, the president-elect politely told them that his visit was strictly private and he had made arrangement for all his needs while in the UK.
He reportedly thanked them for the warm reception and quickly hopped into a less flamboyant car he had arranged for and drove out of the airport.

Subsidy: FG withdraws N395bn from Excess Crude Account

Nigeria Info 95.1 Abuja's photo.

The Federal Government withdrew the sum of N395bn in 2013 to fund subsidy on petroleum products, the Fiscal Responsibility Commission has said.
FRC said this in its 2013 Annual Report and Audited Accounts which was released recently and obtained by our correspondent in Abuja on Friday.
The commission said the withdrawal of the money from ECA to fund the subsidy regime on petroleum products was illegal as it lacked the backing of the law.
The summary of transactions in the Excess Crude Account as of 2013 showed that N50bn was used to fund the subsidy regime in the first quarter of the year. In the second quarter, the sum increased to N110bn.
No money was spent on the subsidy from the account in the third quarter of the year, but in the final quarter of the year, the withdrawal leaped to N235bn, making a total of N395bn withdrawal for subsidy funding within the year.

Mining for Death In Niger: I lost six children to lead poisoning – Farmer

Nigeria Info 95.1 Abuja's photo.

Residents of Shakira and Angwan Kawo communities in Rafi local government area of Niger State were predominantly farmers in the past years.
Just like Nigeria abandoned agriculture for oil, the people of the two communities also abandoned farming for illegal mining.
Some of them went into the crushing and grinding of the rocks and washing them in the river which was virtually the only source of drinking water in the area, not knowing the dangers inherent.
A bag of 50kg of the stones sold for N800 while a ground bag went for N1,500 and there were ready buyers.
This illegal mining had been going on in the area for long with rapid turnover and the residents involved smiling to the banks.

Jonathan, Sambo, others to declare assets within 30 days

Nigeria Info 95.1 Abuja's photo.

With five days to the end of President Goodluck Jonathan’s tenure, the President, Vice-President Namadi Sambo, 29 governors and 42 ministers have been asked by the Code of Conduct Bureau to declare their assets, SUNDAY PUNCH authoritatively reports.
Also on the list of public officials who must declare their assets before leaving office are the country’s 109 senators and 360 members of the House of Representatives.
The bureau, last week, issued the Completed Assets Declaration Forms to them with a 30-day deadline to return the completed forms. The deadline countdown starts from the day of the receipt of the forms.
Apart from the outgoing government officials, the forms have also been made available to incoming public officers, particularly members of the states and National Assembly.
The officers that will be assuming office in the incoming dispensation also have to return the completed forms within 30 days of receiving it.
The CCB, in an advertorial by its Acting Secretary, Kolade Omoyola, in some newspapers last Tuesday, had reminded “political office holders to declare their assets on assumption and vacation of office in accordance with Paragraph II of the 5th Schedule of the 1999 Constitution of the Federal Republic of Nigeria as amended.”
According to the law quoted by the CCB, failure of a public officer to declare his or her assets in line with law “shall attract on conviction any or all of the following: (a) Removal from office (b) Disqualification from holding any public office, (c) Forfeiture to the state any property acquired in abuse of office or dishonesty.”
Jonathan had, last year, rejected calls on public office holders to declare their assets openly, before and after office. According to the President, public declaration of assets is “playing to the gallery.”
The President said this during his third presidential media chat in Aso Villa, Abuja. The President emphasised that no amount of pressure would make him declare what he owned. He argued that making his assets public knowledge would not change the economy or solve the challenges in the security, power and agriculture sectors.
He added that as Vice-President to the late President Musa Yar’Adua, he declared his assets then because Yar’Adua forced him to.
Yar’Adua is the only Nigerian President known to have declared his assets.
Jonathan had said, “The issue of public assets declaration is a matter of personal principle. That is the way I see it, and I don’t give a damn about it, even if you criticise me from heaven. When I was the vice-president, that matter came up, and I told the former President (late Musa Yar’Adua) that let’s not start something that would make us play into the hands of people and create an anomalous situation in the country.
“The law is clear. A public officer should declare his assets, and if there are issues, then the relevant agencies would have a basis to assess whether you have amassed wealth or not. When it is said that people should declare their assets in public, it is not only the president or the vice-president; it includes everybody, including ministers.
“When I was a governor in Bayelsa State for about a year before becoming vice-president, I was investigated thoroughly. I have nothing to hide. But because I was under somebody and it was becoming an issue, because of the media, and because my boss had declared, it was said that the vice-president must. I declared, not because I wanted to.”
“Initially, I said they can talk about it from morning to night, I will not. It is not proper. If one amends the law to say that only the president and the vice-president should declare assets publicly, fine. But, presently, everybody who is holding political office is expected to and I say it is not right.”
SUNDAY PUNCH further gathered that so far, only seven senators and 40 House of Representatives members in the outgoing 7th National Assembly have submitted their forms to the bureau as required of them under the law.
Our correspondent also learnt that two of the 42 ministers have also completed and submitted their forms.
It could not be confirmed on Friday whether President Jonathan, Sambo and the governors had submitted their completed forms.
Identities of those who had complied with the provisions of the law under Paragraph II of the 5th Schedule of the 1999 Constitution of the Federal Republic of Nigeria could not be ascertained as of press time.
The Governors of Rivers and Kogi states, however, confirmed receipt of the declaration forms.
The Chief of Staff, Government House, Port Harcourt, Mr. Tony Okocha, told SUNDAY PUNCH that Governor Rotimi Amaechi would soon submit his assets declaration form to the Code of Conduct Bureau.
Okocha said he was aware that his boss received the form.
“The Governor Rotimi Amaechi that I know will submit his form to the bureau very soon. He has no skeleton in his cupboard and has nothing to hide anywhere in Nigeria and anywhere in the world,” Okocha stressed.
The Special Adviser to the Kogi State Governor, Capt. Idris Wada, on Media and Strategy, Mr. Jacob Edi, also said the governor, his deputy, commissioners and all political appointees in the state had submitted the forms they collected to the bureau.
In a telephone interview with our correspondent in Ilorin on Saturday, he said, “Regarding the submission of the assets declaration form, the governor is not at fault; the commissioners and all other relevant political office holders are not at fault.”
In the same vein, Special Adviser to Governor Abiola Ajimobi on Media, Dr. Festus Adedayo, told our correspondent that Ajimobi had no intention of hiding his assets from the CCB. He said the governor had demonstrated uprightness and honesty as a public servant and that having declared his asset before he became a governor, he would not shy away from doing it again.
He said, “He certainly will. Don’t forget that Ajimobi was one of the few public office holders who declared his assets publicly in 2011.”
The Chief Press Secretary to Governor Adams Oshiomhole of Edo State, Peter Okhiria, said the form had been submitted by the governor prior to his swearing in, as stipulated by law.
“In fact, before the governor was sworn in, he submitted the form,” Okhiria told one of our correspondents on the telephone.
In Akwa Ibom, Governor Godswill Akpabio’s Chief Press Secretary, Mr. Anietie Ukpe, refused to disclose if the governor had collected the form.
He said, “If my boss filled the assets declaration form, is it supposed to be made public?”

The incoming All Progressives Congress administration will require about N4.1trillion to offset part of the debt left behind by the outgoing President Goodluck Jonathan administration.

Nigeria Info 95.1 Abuja's photo.

National Chairman of the APC, Chief John Oyegun, said this during a retreat for Senators elected on the party’s platform, in Abuja, on Saturday.
He explained that the Buhari administration would require the funds to pay the outstanding salaries of public servants at the state and federal levels, fuel subsidies, as well as debt servicing, among other expenses.
Oyegun urged the Senators to be prepared to pass requisite laws at short notice, in the course of their duty in the National Assembly.
According to him, there is not shying away from the truth that there are tough times ahead.
Oyegun said, “While I congratulate all of you on your elections, I must quickly add that I don’t envy you. This is because you are being called to service at one of the most challenging periods in the history of our nation.

Nigeria, Africa’s leading oil producer, on Thursday warned that jobs could be at risk, as a weeks-long fuel crisis showed no signs of easing.
Long queues have been seen for days outside filling stations, flights have been grounded and generators that kick in when the country’s patchy public electricity supply goes off have run silent, leaving many without power.
A man carries jerrycans to search for fuel in Lagos, on May 21, 2015. Long queues formed at petrol stations across oil-rich Nigeria on May 21 following a row over subsidy payment to petrol importers as well as sale of government oil blocks to private investors, union officials said.

Fuel scarcity hit harder in Abuja and its environs Friday, as another strike embarked upon by oil workers entered the fourth day, worsening a fuel crisis that has lingered for more than a month.
Most filling stations in the capital city, including those operated by the Nigerian National Petroleum Corporation, shut its doors to the public.
The attendants at most of the stations visited claimed their facilities were out of stock and could not say when they would get their next supply.
The fuel crisis has already impacted the transport sector of the economy, with commercial transporters already adjusting their fares.
Airline operators are also feeling the pinch of the crisis, as most of them say they were having difficulties getting sufficient supply to maintain their regular flight schedules.
For instance, Aero Contractors, one of the major airlines plying most of the
busy domestic routes in the country, sent out a message to alert their customers of possible disruptions of normal flights as a result of the scarcity of jet fuel.
“Dear Esteemed customers, due to the current scarcity of Jet A1 fuel being experienced in the country, we regret to inform you that all our flights will not operate regularly as scheduled,” the airline said in a text message on Friday.

Grant amnesty to Boko Haram, Northern elders tell Buhari

SOME prominent northerners including the former Chief Justice of Nigeria, CJN, Mohammed Uwais and Secretary to the Government of the Federation, SGF, Ambassador Babagana Kingibe and former Nigerian Ambassador to the United Nations, Ibrahim Gambari have asked the President -elect, General Muhammadu Buhari, rtd, declare amnesty for Boko Haram insurgents when he takes over power on May 29.
However, Second Republic lawmaker, Dr. Junaid Mohammed, dismissed the call saying it would amount to rewarding criminals instead of punishing them for crimes against humanity.
They also asked Buhari to give priority attention to the special economic programmes for the North East geopolitical zone which had been ravaged by the Boko Haram terrorists, just as they warned against the scrapping of the on-going amnesty programme for ex-militants in the Niger Delta region.
These were contained in a communiqué issued after a two-day conference with the theme: “Security and Governance Challenges in Africa’s largest Democracy,” by the Savannah Centre for Diplomacy, Democracy and Development, SCDDD, as part of its “Nigeria Beyond 12015 Project,” in Abuja yesterday.
